I have a 1991 Acura Legend LS, and today i decided to change the fuel filter. Before actually coming to the idea that it needed to be replaced, the exhaust had a heavy smell of fuel when the car is running and gets horrible mileage. When i actually got the filter off and poured out the old fuel, it looked like sewage water.
The consistency seemed normal, but the color was very dark.

Not sure if the filter had ever been changed, but what would be causing this and how/ what do i need to do to repair it.
