Ok. lets go over this one by one.
I have 3 computers on my home network with an ADSL connection on one of them (windows XP pro)
I set static IPs on all of them (such as: 194.95.1.1,194.95.1.2 ect...) and set all the subnet masks to 255.255.255.0 - no need for class A or B since you only have 2 machines.
When you set the ICS (Internet Connection Service) your static IPs will be probably reset to a defualt setting given by windows. you just have to remember that and change it back so you can access the internet from that second computer.
There shouldn't be any other problem, and I see no problem for you to use DHCP IP signing aswell, it should work.
about the speed.
The computer i am using to connect to the ADSL (THe so called internet server) have always shown more speed for me quite sagnificantly (and my Network is on 10MBits), although the other computers haven't shown a big delay and they work fine.
NOTE: I'm on 2mbit ADSL
try static IPs and check your settings again after you sign ICS, if you still have a problem, ill try and help you yet again.
