help with a warning

lately when I come here, to the security-forum. I have been getting this warning at the top of the security-forum. start page

Warning: fsockopen() [function.fsockopen]: php_hostconnect: connect failed in /home/securi2/public_html/index.php on line 602

Warning: fsockopen() [function.fsockopen]: unable to connect to www.msnbc.com:80 in /home/securi2/public_html/index.php on line 602

I am wondering if there is trouble on my end???

no trouble on your end : i have it too sometimes at home and at work ... but refreshing makes it go away ...

I'm not sure, if the following describes the cause for this problem but you might take a look in your sources on the theming support:
<meta http-equiv="MSThemeCompatible" content="Yes">

This enables theming support for a Web page. This seems to be a feature of Windows XP which controls some page elements.

This feature works only on XP with IE6 or higher.
