Michelle checks whether 24 hours have passed since the last request thread (72 for the same site) and if not she closes it. While doing that she ignores whether the former request was closed or not, just the creating counts.
And nice to see you outside the password section again - you might want to consider participating again, lest your access to it is revoked.
